here again the Advisory Committee proposes that the Governments concerned should be invited to enter into negotiations with regard to the moasures to be taken, and here again I would ask the 5th Committee to underline this proposal for practical action in a special resolution,

I have tried here to give a short review of the main But it would be points of the two reports now before us. impossible in such a reving to touch upon all the valuable facts and all the interesting suggestions contained in these important documents.

I may mention only, in passing
