Council appoints, to be followed by a universal conference at Washington under the auspices of the League to be composed of all Members of the League and Signatories of the Convention, I will try and write this evening to let you know the final decision of the Committee, but I am writing this now for fear of missing the bag; it will of course be some time yet before the Committee's recommendations come before the Assembly and I shoul not delay your despatches any longer.

In continuation of ay letter of yesterday, I e.close

a cutting from the Official Journal of today which shows the

text of the resolutions finally adopted by the Fifta Conaittee

yesterday evening for submission to the Assembly, which will

no doubt adopt them as they stand.

You will observe that nothing definite is arid as to the

place of either conference;it will no doubt be decided in a

reasonable manner by the Council.

Delevigae tells me that he does not thing that the United

States wish to be represented at the Far Eastern Conference.
