season there should be some system whereby, for instance, high

powered tugs or life-boats would be available with a view to

saving life where possible.

The loss of S.S. "Loong Sang" has excited a consider-

able amount of unfavourable comment amongst Captains and Officers

on the China Coast, especially having regard to the helplessness

of the authorities in making any attempt to save life.

We respectfully submit, therefore, that the matter

is one which warrants the attention of the Colonial Office.

The Lanagement Committee of the Guild trust that a

full report will be called for and that the desirability of setting some proper organisation on foot for life-saving during typhoons should be impressed upon the local authorities.
