Miss Winifred Gelbraith was Administrator of the Q.H.W.A.A.0.
at the re-opening of the above school and subsequently for three
months.
She performed her duties to the entire satisfaction of myself and my Staff, and displayed much tact and energy under somewhat difficult
circumstances.
I consider her a moat capable, energetic and capable officer, and she was of the greatest assistance to me at all times,
