RE 26 JAN 23 I have recently received a telegram from

the Auditor of Hongkong reporting that, owing to

indisposition, Mr. Dallin (the only Assistant

Auditor in that Colony since the death of Mr.

R.F.Brayn on the 20th October last) was leaving

for England on the 27th December and requesting,

with the approval of the Governor, that a second

Assistant Auditor may be appointed as soon as

possible. In the circumstances I therefore

recommend that the existing vacancy for an

Assistant Auditor, with salary at the rate of

£400 per annum rising by £25 annually to £450

and then by £50 anmally to £600 (as decided on

26406/22), may be filled by the selection of Mr.

E.Twiss, one of the Assistant Auditors on the

local audit establishment of Uganda but who, at

the present time, is in England on special leave

of absence and who I understand would welcome

this proposed transfer. Should my recommendatio

be approved I would ask that arrangements may be

made for Mr.Twiss to proceed to Hongkong by the

first steamer leaving England after the 31st

instant.

In this connection I would suggest that

the question of the abolition of the post of

Chief Clerk should be reserved for further con-

sideration when Mr. Twise has assumed duty and has

become acquainted with the actual requirements in

the Colony.
