I am directed by the Lords Commissioners of His
Majesty's Treasury to enclose herewith copy of Report duted
the 11th instant from the Postmaster General, with its enclosures,
relative to deficiency of 4,467.58 in the oash of the British
Lost Office agency at Canton, which has now been closed.
With regard to the responsibility of the ostmuster
General of Hong Kong, My Lords consider that he was greatly to
bl.me
(1) for failing to take adequate steps to ensure the accounts
being properly kept in view of the unfavourable report of
the Auditor in 1919
(2) for not arranging for an examination of the accounts
between 1919 and 1922
(3) for issuing orders that no further amounts were to be
refunded by the Chinese Guarantor.
My Lords understand that the usual practice is that the guarantor
of a Chinese Cushier receives from his percentage of his
Ins Under Secretary of State,
Colonial Office.
