With reference to Treasury letter of 6th July 1920

(24152/20) on the subject of the cargo ex s.s. "TOKUYAMA MARU”

discharged at Hong Kong, I have to state for the information

of the Lords Commissioners of H.K. Treasury that from sccounts

received from the Colonial Office, a copy of which is attached,

it would appear that a balance of $66,524.09 arising from the sale of rails, being part of the cargo in question, remains in

the hands of the Hong Kong Government who have requested Their

Lordships sanction to the handing over of this sum to the Consul

General for the United States of America.

I am to point out that the accounts prepared, by the

Colonial Treasurer Hong Kong show that landing and storage

charges have been deducted from the sale price of the rails,

and it would be in accordance with normal commercial practice

that freight for which the ship has a lien upon cargo should be

similarly treated. The cost of sea freight on these rails

was £22,289 and has been borne on the vote for the Ministry of Shipping and not been repaid by the Russian Government.
