With reference to Treasury Letter S. 1940 of the 16th April 1923 relative to the disposal of the cargo of the s.5.
"TOKUYAMA MARU", I am directed by the Lords Commissioners of His
Majesty's Treasury to request you to inform the Secretary of State that it has been represented to Them by the Shipping Liquidation Department that the cost of the freight charges on the rails in question which formed part of the cargo are properly chargeable
against the proceeds of the sale of the rails, and should therefore
be handed over to that Department to be set off against the
unliquidated charge to the Russian Government.
I am to enclose a copy of a letter from the Shipping
Liquidation on this subject dated 13th June, 1923 and also a
copy of Their Lordships' reply of even date.
I am accordingly to request that, if the Secretary of
