Thank you very much for your letter of to-day's date on the subject of the power of the Hong Kong Government to interfere with through cargo on vessels touching at Hong Kong. I entirely agree with your proposal to send a copy of my letter and of your reply to the Government confidentially for their consideration and report. The matter is one of considerable importance in connection with the efforts that are being made to put a stop to the smuggling of drugs from Europe to the Far East.
