Mr. V.E. Jones, representative of Morteza Gazyini & Co., called on the morning of the 7th February with regard to a licence to export a consignment of opium to Formosa. He presented a certificate issued by the Japanese Consulate to the effect that the importation of 50 cases of Persian opium each 160 lbs. (marked A.M.N.1/up) would be allowed by the Japanese Government. The consignment was to be bought from A.H. Namazee, 3, Cross Lane, E.C. (through H.M.N. Nemaree of Hong Kong) by the Mitsui Company Limited of Hong Kong for the Monopoly Bureau of the Goverment of Formosa. It was to be shipped during February, 1923, from London to Keelung via Hong Kong and/or Kobe. All this information was given on
the certificate.
In view of the decision on 402,148/16-17 that no further
export licences should be issued for Formosa until the Japanese Goverment have furnished a satisfactory explanation and particulare:
of the position and control in Formosa, I informed Mr. Jones
that no promise could be given that an export licence would be
granted on the evidence he had submitted. He stated that he was
speaking on behalf of Mr. A.M. Nemazee for whom his firm was buying
and shipping the opium (they however do not hold Home Office
licence). Mr. Namazee called in the afternoon and repeated the request for an export licence. He had agreed to submit an
application in the usual manner. He requested that if we should
not agree to grant an export licence, we should get into
communication with the Japanese Consulate.
