I suggest that it is most important, in view of the position of
Hong Kong, that the Government should take the opportunity of anrending
their law at the earliest possible date. You might send them a
copy of the Dangerous Drugs Bill and call special attention to Clauses 1, 2(1)(d), and 5(2). Perhaps, in the first instance, we
might have a talk with Mr. Smith.
Did you see the reference in the newspapers of two days
ago to a discovery of 8 tons of persian opium on an Island near Hong kong? (I enclose a cutting from the "Evening Standard").
This,
if correct, confirms everything we expected concerning this traffic between the Persian Gulf and the Far East. We shall be extremely
interested to hear full details of the capture and who are found to
be implicated. I should not be a bit surprised if the Nemasées
were found to be at the back of it.
