the French authorities cannot with reason classify British
subjecta as Asistics at their own will. Consequently I am
entitled to the same protection and treatment as any Britisher
as soon as my British passport is registered at the British
Consulate.
I beg, therefore, to ack your Excellency's favour to
communicate with the British Consul-General at Saigon, and
instruct him to take up the matter with the French Government
to the effect that a British person and a British subject
regardless of race are legally on the same footing and are
enttiled to the same rights and privileges. Upon receipt of
your Excellency's confirmation to the above effect I believe
the French Authorities will have to accord me my just claims
