"Due regard being had to the difference in their conditions, the contracting Povers shall use their best endeavours to restrict to authorized persons the import of morphine 000nine, and their respective salts".
"Article 13",
"The contrioting Powers shall use their best endeavours to adopt, or cause to be adopted, measuros to ensure that morphine, cocaine, and their respective solts shall not be exported from their countries, possessions, colonies and leased territories to the countries, possessions, colonies and leased territories of the other contracting Povers, except then consigned to persons furnished with the licences or permits provided for by the 1978 or regulations of the importing country.
"ith this object each Government may communicate from time to time to the Governments of the exporting countries lists of the persons to "hom licences or permits for the import of morphine, cocaine, and their respective salts have been granted".

a) medical opium;
b) all preparations (prepared on cdical prescriptions or not, the so-called anti-opium remedies included) containing more than 0,2 pet. morphine or more than 0,1 pot, cocaine;
c) heroine, its salts and its proparations containing nors then 0,1 pot, heroine.
d) every derivative of morphine, cocine or their respective salts, or to every other elcaloid of opium, which on the ground of generally admitted scientific experiments could lead to si iler abuses and could have the game noxious consequences as result",
