CHAPTER II.

PREPARED OPIUM"

"Definition. By "Prepared opium" is understood :

"The product of row opium, obtained by n sorios of spoolel operation

especially by dissolving, boiling, roasting and fermentations designed to transform it into an extract suitable for consumption, 'Prepared opium includes dross and all other residues remain ing when opium has been smoked.

"Article 6"

The contracting Powers shall take measures

for the gradual and effective suppression of the manufacture of, international trade in, and use of prepared opium, with due regard to the varying ciroumstances of ench country concerned unless regur tions on the subject are -lrendy in existence".

As alrondy mentioned (300 oxclusively in closed metallic tubus. 38 V to VII inclusive) the Government goes on to prohibit the use of opium entirely, where it is possible, and everywhere elso to limit1s much as possible.

As long as no sufficient international measures are taken, by which an end is put to the smuggling of deleterious drugs, the abolition of the Government monopoly in the Dutch East Indies will not contributo to the decrenso in the use of opium.
