OPIUM GCMMISSION AT SHANGHAI, FEBRUARY, 1909.

Optum is now, and for a long time has been a Government monopoly, formerly administered through an Opium Farm, but since January 1907 it has been controlled directly by the Government Opium Rogio.
By the treaty between Siam and the United States of Amorica, signed in 1833, vory broad rights of importation into, and trade within, Siam woro granted to Amorican citizens, but particu- lar exception was made of opium, the words being "neither is per- mission grantod to import Opium, which is contraband;"
but by the treaty with Foreign Powers, signed in 1855 and after, opium may be imported by their subjects under the condition that it should be gold to tho Opium Farm or ro-oxported.
Undor those circumstances, practically no opium is imported into Siam oxcopt the supplies for the Govornmont Factory,
The Slamoso Governmont claims, undor the traatios, the right to oxorciso the same amount of control over morphia as over opium itself. In view, howovor, of tho logitimate usos to which morphia may be put in the practico of medicino, the Royal Govorn- mont has pormittod the importation of reasonablo amours by ro- putable chomists under cortein safo guards, but its importation by other parsons is not pormittod.
Siam is not an opium producing country, and whatovor opium is consunod in Siam is imported from abroad.

The import of Chandu is prohibitud uxcupt for medicina: purposus. It is also not allowed to import pills or other drugs
