Opium is now, and for a long time has been a Government monopoly, formerly administered through an Opium Farm, but since January 1907 it has been controlled directly by the Government Opium Rogio.
By the treaty between 3iam and the United States of Amorica, signed in 1935, vory broad rights of importation into, and trade within, Siam were granted to American citizens, but particu- lar exception was made of opium, the words being "noither is per-
but by mission granted to import Opium, which is contraband;" the treaty with Foreign Powers, signed in 1855 and after, opium may be imported by thoir subjects undor the condition that it should be gold to the Opium Farm or ro-exported.
Undor those circumstances, practically no opium is imported into Siam oxcopt the supplios for the Government Factory,
The Siamoso Govornment claims, under the traatios, the right to oxorciso the same amount of control over morphia as over opium itself. In view, however, of the logitimate usos to which morphia may be put in the practice of modicino, the Royal Govorn- ment has permitted the importation of reasonablo amaurs by ro- putabla chomists under cortin safe guards, but its importation by othor persons is not pormittod.
Siam is not an opium producing country, and whatovor opium is consumed in Siam is importud from abroad.
