With reference to my despatch No 2480 of the
1st ultime, I have the honour to transmit to Your
Lordship, und er separate cover but marked as forming
the enclosure to this despatch, eight copies of the
memoranda ambaitted to the Oriental Red Cross Confer-
once held at Bangkok in December last by representa-
tives of the Far Eastern Governments on the control of
opium in their respective comtries, which have been
forwarded to me by the Secretary General of the League
of Red Cross Societies,
