actually control Chekiang and Shanghai. Though the influ-

ence of Sun Yat-sen and the Kun Min Tang is strong; 14 most

of the Southern and South Western provinces, the latter re-

main each under its own independent Chief, and Sun has not

yet even secured full control in Kuangtung.

8. The foreign financial obligations of the Chinese

Government are provided for, insofar as they are met at all

out of national revenues wholly or partly under foreign

control, and the financial responsibilities of the Peking

Government are becoming more and more limited to the admin-

istration of the capital, that is to say the provision of

funds for the metropolitan garrisons, the various Ministrie

and government departments, the police and the educational

institutions, Their only considerable sources of revenue

are the salt surplus and the Teking Octroi. The former is

usually pledged and spent before it is released; the latter

is controlled by Feng Yu-halang for the payment of his
