sir,
I am directed by the Secretary of State for
Foreign Affairs to transmit herewith, for the
in formation of the Secretary of State for the
Colonies, a paraphrase of a telegram from His
Majesty's Minister at Peking regarding the attitude
of the Governor of Hongkong towards the demand of
the Canton Government for the surrender of a revenue
launch belonging to the Chief Inspectorate of the
Salt Administration.
2. The Secretary of State is at a loss to
understand how the Governor could consider himself
justified in submitting to the threat of the can ton
authorities and hopes that the Secretary of State
for the colonies will give immediate instructions
for the retention of the vessel at Hongkong, under
guard if necessary, until it can be removed to a
place of safety.
