I am directed by the Secretary of State for Foreign Affairs to transmit herewith, for such observations as the Duke of Devonshire may see fit to offer, a copy of a despatch from His Majesty's Minister at Peking relative to the activities of the Peking International Anti-opium Association.
2. I am to enquire further whether the Duke of Devonshire can provide material for a reply to the criticisms made by the Association upon the opium policy of certain British
colonies.
3. A similer letter is being addressed to the Home office, and a copy of this letter is being sent to the India Office.
