Reports have been received to the effect that Sun
wen in his efforts to obtain funds in Kwangtung, proposes bo pledge Whampoa and the mining rights for the whole province to Great Britain for the sum of $6,000,000, and that the
raily line connecting the Cant on-Kowloon Railwg with the Canton-Hanko- Railwg has likewise also been pledged to
Great Britain.

I have the honour to observe that the hypothecation of national properties for foreign loans by my Dr Ison what- soever, without the previous sanction of the Central Govern- ment and without the regular formalities having been complied with, in shaolutely invalid, as has been repeatedly declared to Your Excellency in official notes from this 'inistry
If, in the present instance, the various reports received as to Sun Wen's efforts to collect funds are indeed aut nentie, they are not only contrary to the principle of the repeated and explicit declarations, above referred to, which have been made in the past by the Chinese Government, but also offer a serious obstacle to the prospects of re- uni fi cation by peaceful means. I should be very grateful, therefore, if Your Excelleng would telegraph at once to prevent such loans being made.
