Canton railway proposals. Your telegram 23rd After consultation with Peking Foreign Office
An
state that Sun's support of railway proposal is rton-Smith evidently due to his own need of immediate cash advances and that without such advances he would not agree to the scheme. Peking would naturally refuse consent to a proposal which involved free money supplies to Sun. independent loan to Sun in which Government was indirectly concerned would be contrary to policy of His Lajesty's Government. I regret therefore that app ro val cannot be given to your proposals although his majesty's jecret LF. Government fully appreciates importance of this junction
