You will observe from the last enclosure in the Foreim Office despatch that it is desired to obtain a report, upon the practical working of the China Amendment Order in Council 192 for the information of the Colonial Office and the Authorities at Hongkong, in order to assist in the con- sideration of the question as to whether deportation from the Colony should be made possible
only after judicial enquiry.
