With reference to Foreign Office letter No. F 321/30/87

of the 24th February, I am directed by the Secretary of

State for Foreign Affairs to transmit herewith copy of a

despatch from His Majesty's Minister at Lisbon relative to

the negotiations concerning the supply of opium to Macao

and copy of the reply of the Home Office to the Freim

Office letter under reference.

It will be observed that Mr. Bridgeman considers that

it would be preferable to postpone consideration of the

question of the amount of opium to be allowed for import

into Ha cao. until after the May meeting of the Opium

Advisory Committee of the League of Nations. With this

opinion the Secretary of State agrees; and I am to transmit

herewith copy of a draft despatch which, if the Duke of

Devonshire concurs, he proposes to address to Sir L. Carnegie.
