I have received your despatch No. 815 of the 29th January, enclosing the reply of the Portuguese Government to your note relative to conditions under which His Majesty's Government would be prepared to consider the negotiation of an opium agreement for the supply of Indian opium.
This note of the Portuguese Government is now engaging the attention of His Majesty's Government, and a despatch will be addressed to you in due course setting forth their views on these counter-proposals. It is observed, however, that the Portuguese Government have expressed no opinion upon the first of the conditions suggested in paragraph 3 of my despatch No. 78 of October last, namely, "henceforth obtain the bulk of its requirements of opium from India". This is a stipulation to which His Majesty's Government attach great importance; and you should therefore address a further note to the Portuguese Department, pointing out that they have expressed no opinion with regard to this proposal, and asking whether they are prepared to accept it.
