Control having been exercised by the British authorities

on its leaving India, the Portuguese Government is unable to

understan' why goods in transit for one of its colonies should

be subjected to further examination in Hongkong. There does

not at present exist any shipping between India and Lacao but if this should become established the olause proposed would subject

the vessels to an imdmissible control,
