My Lord,

With reference to your despatch No. 373 of the 30th October last, transmitting proposals for a new Agreement with the Portuguese Government for the control of imports of opium into Macao, I have the honour to transmit to Your Lordship herewith a translation of a Note which I have received from the Minister for Foreign Affairs in reply to the Note which I addressed to the Portuguese Government in accordance with your instructions.
