Sir,

I am directed by the Secretary of State for Foreign Affairs to enclose, herewith, for the information of the Duke of Devonshire, a copy of a despatch with its enclosures received from His Majesty's Consul-General at Shanghai regarding a bequest by the late Sir Ellis Kadoorie of Hongkong of one third of his residuary estate to His Majesty's Government for the purpose of building a school or schools in Palestine or Mesopotamia.

  1. In the event of His Majesty's Government deciding to accept the bequest, His Majesty's Consul-General recommends that authority be given to the person appointed to represent them in Shanghai in the matter to join with the other interested parties in consenting to give effect by the executors to a promise made by Sir E. Kadoorie to defray half the cost of the construction of an Assembly Hall in connexion with the Ellis Kadoorie Public School for Chinese at Shanghai. The school was founded by the deceased and handed over to the Municipal Council, by whom the balance of the cost of constructing the hall would be defrayed, and it would apparently be to the advantage of British interests there if the admitted intention of the deceased could be carried out.
