with reference to the letter from this department No. F 67/12/10 of the 7th instant, I am directed by the Secretary of State for Foreign Affairs to transmit to you, herewith, for the information of the Duke of Devonshire, a paraphrase of a telegram received from His Majesty's Chargé d'Affaires at Peking regarding the proposal of the Government of Hongkong that an advance of two million dollars should be made to Ch'en Ch'iung-ming, the Military Governor of the Province of Kwangtung. A printed copy
of despatch No.579 from His Majesty's Minister at Peking, referred to in Mr. Clive's telegram, is also enclosed.

2. Mr. Clive considers that it would be a dangerous policy to give such active support to Ch'on, which would lay His Majesty's Government open to the accusation that they were interfering in the internal affairs of China and would
also antagonise Sun Yat-sen, whose influence in China is at the moment considerable and may, in the near future, be
increased. It is a,question whether the grant of financial assistance to Ch'en Ch'iung-ming by or at the instance of His Majesty's Government would not in the end actually weaken Ch'en's influence and strengthen that of Sun, but apart from this consideration the Secretary of State remains of the opinion expressed in the letter from this department of
