that I understand from the Crown Agents
for the Colonies that the Government
of Hong Kong
Straits Settlements
Alain
has requested
them to supplies of "Postage Due"
labels or stamps. In view of the
fact that these are not postage stamps
properly speaking and are not on sale
to the general public, I have directed
the Crown Agents fable Colories not
to
Atain any supply for sale to dealers
in this country, and I am of opinion
that they should not be issued to the
public or to dealers in postage stamps
in the Colony itself, but should be
retained strictly for official use.
