Last night British coasting steamer Hydrangea was seized by Pirates about one hour out from Hong Kong and taken to the neighbourhood of Bias Bay where the cargo was removed and the ship released. This is the latest of the series of recent piracies by natives of that district. I had reason to believe a few weeks ago that the Canton Authorities would have been willing to agree to joint expedition with a view to eradicating this well known pirates next and with the concurrence of the Admiral was about to put suggestion before you when the Customs dispute intervened. In the present circumstances it is difficult to suggest co-operation but if that trouble blows over would you approve of my asking the Consul General to put proposal(s) for joint expedition before the Canton authorities.
