I have received a letter from Dr. Sun Yat Sen who
happens to be in a position to affect Hongkong's interests. Who drafted the letter and why it was not written by C.0.Wu are to
me matters of indifference.
I cannot conceive that any instructions given by former Secretaries of State when the Government of Kwangtung was
the Government of a province of a United China would apply to such a case and I should require very explicit and very modern
orders before I committed an act at once so impolite and so
impolitic as to refuse to receive a letter from the man who controls the destinies of the province with which our interests
are indissolubly bound up.
If my predecessor really refused to see C.0.Wu (I do not know the facts) I am not surprised that Dr. Wu Ting Tang's original affection for the British did not survive to the end, and that I have had so much trouble in establishing terms of
