In deference to Sir Reginald Stubb's views on the Canton Customs claim as defined in Dr. Sun Yat-sen's letter dated December 4th, Dr. Sun's Government has decided to modify the said claim in the following terms;-
Dr. Sun's Government now claims all Customs revenues collected within its territory subject to the deduction there- from of a proportionate share of the funds required for the service of the foreign obligations charged directly on the
revenues of the Chinese Maritime Customs.
In view of the enormous reduction involved in the
foregoing modification of the claim defined in the letter to
Sir Reginald Stubbs, Dr. Sun's Government must repeat its
other claim for Customs Surplus arrears due and owing under the Agreement concluded in 1919 between Canton, Peking and the Corps Diplomatique, to be paid in such instalments as may
be considered fair and reasonable by the Corps Tiplomatique or
Sir Reginald Stubbs provided Peking, in the meantime, ceases
to finance disorders and invasions directed against Dr. Sun'e
Government.
