6. This Government is ready and willing to undertake, that, in the event of the Customs revenues from the rest of China being insufficient to meet foreign obligations, it will make good any deficit to the extent of the Customa revenues received by it from time to time.

In claiming to control the application and use of the Customs revenues collected within its territory, this Government is simply asserting a right of sovereignty which, in principle, is vehted in every de facto government" and, in the present case, has never been relinquished or abandoned by China under any treaty with any Foreign Power."
I am informed that if any action be taken to enforce my
Government's claim for its share of the Customs revenues,
"forcible measures” will be adopted, presumably, in the nature of either a naval bombardment of Canton or an economic blockade
of the City directed from Hongkong.
This threat leaves me unmoved, I am resolved that nothing shall prevent me from securing my Government's just share of the Customs revenues of the country if only because an end must be put to the ability of the Chihli party (which runs Peking today) to finance disorder and war in Kuangtung and to its persistent attempts to frustrate my efforts to reinstitute peace and order in my native province.
It is impossible to take seriously the threat to bombard an unfortified and defenceless city like Canton. But it is possible that an economic lockade may come up for consideration. No doubt such an action organised from Hongkong would, for a time, seriously affect and embarrass the public life of this province.
In such an event, however, it would be the regrettable duty of my Government to consider what appropriate measures to take in order to counteract the blockade and, so far as it is possible, to render the people of this province economically secure in the future. It is my earnest wish and hope that a development of this sort may not take place. But I alone cannot prevent it. This is the reason why I write this letter to Your Excellency and charge Mr. Eugene Chen, who will personally hand it to you, to make a further verbal statement on the subject.
