These sons are however children born not of

his wife but of his two concubines and it is not clear

whether they can properly be included in the naturalization of their father. I enclose a copy of an opinion given by the Crow Solicitor on the matter.

I consider Mr. J. S. Lee to be a fit and proper person to receive the privilege of naturalization and I have no objection to the inclusion of the children

on the certificate.
