be connected with a prominent Chinese firm in Swatow, who have an extensive business with foreigners.
The Svator Opium Monopoly is found masquerading under the name of the Head Bureau for the Suppression of Opium. The firm at times supplied them with Chinese and Persian opium, sometimes on consignment, the latter method the Bureau apparently preferred latterly. For opium not sent direct to the Bureau but for sale on the open market a fee was payable to the Bureau; it is not stated how much. During the period covered by the correspondence the monopoly rights were put up to tender, and the firm's agent at Swatow asks for the firm's consent to apply to the new Farm with a view to obtaining the sole rights for the sale of prepared opium over a whole district. The agent of the firm appears to be
on very good terme with those in charge of the Bureau, Conveyance of opium. It was proposed to charter a junk to convey @pium from Yamohew direct to Hongkong. The agent in Hoihow points out that a steamer is much safer, and that a suitable steamer of about 1,000 tens could be chartered at $4,000 or $5,000 per month, that she could carry a certain amount of other cargo besides opium: He calculates that it would be possible to make over $10,000 a month by the carriage of opium belenging to other people at the regulat- ion charge of 15 cents per tael, while the firm's om opium would be carried free of expense. He is very keen on this project and contemplates a special trip to Hongkong to arrange the scheme with his principals. The details of this scheme are interesting as chowing the amount of illicit opiur which was likely to be available for export to Hongkong and Swatow, and the belief that there was room for every one in the opium market at present; he contemplated no inconvenienor from flooding the market with the opium belonging to other dealers. It is to be hoped that the raid on the firm has
prevented the consumation of this project.
