I have the honour to forward the enclosed

copy of a minute by Mr. J. D. Lloyd, Superintendent of Imports and Exports, covering a report on the results of the examination of a number of books and documents seized

in a raid on the premises of illicit dealers in opium.

2. This report appears to me to be of great interest as it affords the most detailed and complete record that I have yet seen of the methods of business of professional smugglers and it should I think be of value to the League of Nations as showing the enormous dimensions

of the trade in China.

.. I have expressed to Mr. Lloyd my appreciation of the value of this report which has entailed a great deal of hard and tedious work in translation and I should be glad if I might convey to him an expression of Your Grace's approbation. Mr. Lloyd's work as Superintendent of Imports and Exports has been consistently good.
