I have the honour to inform Your Grace that

on the 16th July, 1923, an attempt was made to assassinate

Mr. Shum Tez Liang, Head of the Chinese Telegraph Administration in this Colony. Mr. Shum was severely

wounded but has since recovered.

As a token of his respect he has presented

to Mr. T. H. King, Deputy Superintendent of Police and Director of Criminal Intelligence, a Chinese silver bowl on

which is inscribed Mr. King's name,

I do not consider that this is a gift which

Mr. King cen properly accept for his own use but as his name

has already been inscribed on it I would suggest that he be

authorised to accept the bowl on condition that it is handed

over to the Police Force as a challenge cup. This proposal appears appropriate as the gift is presumably a tribute to

the efficiency of the Police protection afforded to Mr. Shum.

If this proposal is approved it is proposed

that the trophy shall be held for one year by the best shot

in the Chinese contingent.
