With reference to the letter from this Department of the 17th of October regarding the threat of the Canton Goverment to supersede the Haritime Customs Service at porta under their control, I am directed by the Duke of Devonshire to transmit to you, for the consideration of the Marquess Curzon of Kedleston, the accompanying copy of a telegram which has been received from the Governor of Hong Kong relative to a proposal by Dr. Sun in connection with the disposal of Chinese
