DETAILS OF NEW CONVENTION.
GERMAN REQUESTS.

COLOGNE, Dec, 5.
Details which are now available of the railway convention signed last Saturday by the German and French railway repre-
sentatives at Mainz show that it is of
far greater importance than was indicated by the few hints given two days ago by M. Bréaud, The convention still requires the assent of the German Government before becoming valid, but there is little reason to suppose that this will be with- hold, since the French have made very considerable concessions.
The most important point in the con- vention is that the whole wagon park of the Régie railways remains the property of the German Government and will continue to be distributed by the central German traffic authority as before the occupation of the Ruhr. This is the first essential condition for the resumption of normal goods traffic on the Ruhr rail- ways. The distribution of trucks for the whole of the German railways is worked from a central pool at Magdeburg. This pool receives by telephons daily stato- ments as to the number of trucks on hand in every station in Germany and their requirements, and makes allot- ments accordingly. The truck movements on the Régie railways will now be in cluded in the operation of this control By stern.
British railway experts agree that under these conditions adequate transport in the Ruhr may be possible, though there are other difficulties still to be got over. The Germans have undertaken to bring the number of locomotives on the Régie lines up to the normal comple- ment, but very large number of those already there are seriously damaged.
