Paraphrase telegram from the Governor of Hong Kong to the Secretary of State for the Colonies.
Dated 12th December.

begins:-
I have Lidressed to Peking the folloring telegram
Representative of Sun Yat Sen has trice celled on me in regard to the customs question and he has to-day asked me to convey to you the following proposition begins; all customs revenues collected within its territories are now claimed by Doctor Sun's Government aubject to deduction therefrom of proportionate share of funds required for the service of forein obligations charged directly on Chinese Maritime Customs revenues.
This represents such enormous reduction of lis claims that Doctor Sun's Goverment must repeat its other claim viz. all custas surplus arrears due to and owing under 1919 agreement concluded between Canton and Peking and elso Corps Diplomatique to be paid in such instalments as the Corps Diplomatique or Sir Reginald Stubbs may consider fair and reasonable provided in Le Jentine Peking ceaseB financial disorders and invasions directed ainst Doctor Sun's overment ends. Sun asked that I should represent to you the extreme folly of Great Britain in taking the lead in this matter in view of her reet trade interests which will be jeopardized. He referred to the maner in which
the other Powers especially Japan threw on to Great Britain all odium raised by guardianship proposals. He remarks that up to the present he has delayed taking action mainly in order if possible to preserve his present good relations with Hong Kong which he realises are advantageous
