I am directed to acknowledge the receipt of your letter Fo.903 F.K. of the 16th August regarding the shipment back to Calcutta of 170 chests of opium which were detained in Hongkong.

It is well known that certain Chinese officials are prepared to take every possible step to smuggle into China uncertificated Indian opium, in defiance of the agreement antered into between the Imperial and the Chinese Governments and in detriment of the interests of the holders of the remaining stocks or certificated opium.

The Government of Mexico has for some time past discountenanced and it has now absolutely prohibited the import of opium into that country.

The shipment of 170 chests under referance would not have been discharged in Hongkong, but it would have been discharged in adjacent Chinese waters. In a more recent case
a shipment of 132 chests from Macao to Mexico was found to be molasses upon examination at Shanghai,

I am to suggest that in future all shipments eastwards from India to foreign countries should be consigned to the British Consular representative at the port of destination, under heavy penalty in the event of non-arrival.
