My Lord Duke,
I have the honour to submit for the
signification of His Majesty's pleasure Ordinance No.28
of 1923 intituled "An Ordinance to apply a sur not exceeding
Nineteen million eight hundred and ninety seven thousand
three hundred and two Dollars to the Public Service of the year 1924", together with the Attorney General's report
thereon.

I enclose 8 copies of the Estimates of
Revenue and Expenditure, an Abstract showing the difference between the Estimates of Expenditure for 1923 and 1924 and
the usual Financial Statements.
3.
On the 5th of October when the Budget was
read a first time I delivered an address explaining the Estimates of which I enclose a copy and on the 19th of October on the second reading of the Bill a debate took place a report of which is also enclosed.
4. The details of expenditure are dealt with fully in my address and in the explanatory notes at the foot of each page in the Estimates and it appears unnecessary to recapitulate those explanations in this despatch. In addition to several new posts which have already received Your Grace's sanction there is a fairly
