I have the honour to inform Your Grace that

Mr. R. A. Irving, Director of Education, will proceed on leave sometime in the course of next year and that, in view of the state of his health which has for some time given cause for anxiety and which having regard to his age (54 next July) is not likely to improve materially, it is practically certain that he will not return to the Colony.

The question will then arise of the manner

in which the vacant appointment of Director of Education is to be filled. I consider that for this post, a knowledge

of local circumstances and of the views and customs of the

local community is of far more importance than any technical qualifications as an "educationalist", and I am therefore strongly in favour of adhering to the previous practice of filling the appointment from the ranks of the Cadet Service,

provided that a suitable officer can be found. In the

present case, however, I do not think that it would be

possible to find a suitable officer in the Cadet Service

except by means of a considerable readjustment of appointmente

which would involve removing competent men from posts to

which they are specially fitted. There is one officer who, I believe, will make a good Director in the future but he is
