To the Rt. Hon. the DUKE OF DEVONSHIRE, K.G., Colonial Office.
YOUR GRACE,-A few months ago I drew your attention to the scandalous treatment of Mollerand Co., Ltd., of Shanghai. Their steamers were commandeered for war and used to trade for profit. The firm was ruined. It lost a quarter of million. Its employcea were turned on the street. It took action for damages. The Hong Kong Government asked it to stay its hand and then passed an act making damages unavailable It may be Hong Kong Justice; it is not British Justice. Your Grace see fair play. You believe In it yourself.
JOIN BULL,
So do I.
