With reference to your telegram of 9th August.

It would appear that there is absolutely no doubt that the vessel belongs to the Chief Inspectorate of the Salt Gabelle Its seizure by the Canton Government would constitute a deliberate violation of the agreement under the Beorganisat-

ion Loan of 1913 and would be a serious blow to the Foreign

Control of the Salt Administration which was created under that agreement. And which, in view of important British and International interests which are involved, it has been the continued policy of His Majesty's Government to support.

I am therefore referring the matter to the Secretary of State for Foreign Affairs and requesting protection of His Majesty'e Naval Forces in these waters may be extended to the vessel with a view to conveying it to a place of

safety.

I beg Your Excellency will not hand over the vessel to the Canton Government until I have received a reply as

I view with grave concern effect which the surrender of the vessel would have on our prestige in China.
