With reference to your letter of the 22nd November, I am directed to inform you that there is no objection to the release of the vessels "Chai Si" and "Yingling" now lying in the typhoon shelter at Taumeti, on the understanding mentioned in the second paragraph of your letter under reference. The Harbour Master ha been informed of this, and you should communicate with him in the matter.
It is to be clearly understood that these vessels may not hereafter use the Port of Hongkong in any other way than it is used by merchant shipping which passes through, and that they will not be allowed to remain at anchor for indefinite periods as in the past.
