My Lord Duke,

Referring to Your Grace's despatch No.7 of the 13th January, 1923, in which you approved of certain proposals for 172 23 the re-organisation of the Sanitary Department, I have the honour

to inform you that after further consideration I consider that an additional post of Senior Sanitary Inspector is now justified in that large Department.

There are at present three Senior Sanitary Inspectors, one in charge under the Colonial Veterinary Surgeon of veterinary work and two in general charge in Hongkong and Kowloon respectively. There is in addition the responsible post of Inspector in charge of refuse disposal whose work is separate from that of the ordinary inspectors and of a magnitude which justifies it being in the hands of a Senior Inspector. Over 250 tons of refuse have now to be removed daily in this Colony and the Inspector in charge has to control the working of three large steam barges, ten refuse barges, and a large number of carts and bullocks and to supervise a personnel of over 150 seamen, bargemen and drivers.

For this new post, if sanctioned, I recommend the promotion, as from 1st August, 1923, of Sanitary Inspector C.E.Frith
