My Lord Duke,
Referring to Your Grace's despatch No.63 of
the 21st March, 1923, I have the honour to inform you that my attention has been drawn to certain statements, made in a letter dated March 5th, 1923, from Mr. Meacock to the Under Secretary of State for the Colonies, apparently with reference to a pamphlet on conditione in Hongkong supplied by the Board of Education to candidates for appointment. As these statements are not strictly true
I instructed the Director of Education to prepare a short memorandum of conditions which might usefully be given to candidates for posts in the Education Department of this Colony.
I would suggest that the memorandum be printed and forwarded to the Board of Education.
