We have reliable information to the effect that

Mr. Erwin is a man of excellent character, and is regarded by the Company by whom he is employed as a thoroughly efficient and trustworthy Ship's Officer.

In the event of its being decided to apply for a Certificate of "aturalization, both "Ir. Thite of the firm of Messrs. Douglas apraik & Co. and Cormender Beckwith, R.N., are prepared to make Statutory Declarations as to "r. Erwin's residence in Hongkong, character and suitability for naturalization as a British subject.

Further, we may state that Mr. Erwin has practical- ly ceased to have any connection with or interest in his Country of birth, as his occupation and inclination have both decided him to adopt a permanent residence in Hongkong.

Both Mr. Erwin's parents died when he was an infant and he was adopted and brought up by an Orphan Home in America: he is, therefore, unable to state the names or other particulars concerning his parents. The only relative with whom he was acquainted was a sister, who was brought up in the same Orphan Home, and has recently died.

The only other fact that appears to us of import- ance is that Ir. Erwin is unmarried, but we ourselves incline to the opinion that Mr. Erwin will be well advised to present the necessary Memorial asking for naturalization supported by the Statutory Declarations required by the regulations, and we shall be much obliged if you will inform us whether you concur in this opinion, and if not, if you would point out any circumstances which might give rise to the rejection of "r. Erwin's intended application.
